Mandatory Reporting of Child Abuse Ordinance (Cap.650)

The Mandatory Reporting of Child Abuse Ordinance (Cap. 650) (the Ordinance) takes effect on 20 January 2026.  Relevant support measures have been well in place.  Among others, the Government has promulgated the Guide for Mandated Reporters in July 2025 following with a series of briefings organised for the specified professionals.  An e-learning platform [i.e. Child Protection Online Training] is also set up, allowing relevant professionals to have free access to the training, reference materials and related information on child protection.

In addition to the above measures, the Reporting Platform – Mandatory Reporting of Child Abuse (the Reporting Platform) has been launched for specified professionals to make mandatory reports after the ordinance has been implemented. The User Manual providing guidance and steps on how to provide information in writing on the Reporting Platform is prepared for reference by the mandated reporters.
