Training and support for the Universal Community Testing Programme

In support of the Government’s Universal Community Testing Programme taken place earlier in September 2020, apart from calling for help from Fellows to perform duties at swabbing stations, the Academy and its The Hong Kong Jockey Club Disaster Preparedness and Response Institute have played an active role and coordinated training sessions for healthcare practitioners between 26 and 30 August at different locations. The training covered the infection control requirements including proper use of Personal Protective Equipment (PPE) and the skills/procedures in taking swabs. With support from over 150 trainers from various medical and healthcare organisations/institutions, around 1,800 healthcare practitioners were trained within the 5-day period.

Academy’s President Prof. C.S. Lau, together with Prof. Sophia Chan, Secretary for Food and Health, and Mr. Patrick Nip, Secretary for the Civil Service, visited around the training booths to show their support to the healthcare professionals. Peer audit and monitoring on the practice of doctors

The Medical Council of Hong Kong (MCHK) has requested the assistance of the Academy in inviting Fellows to voluntarily enrol as a Practice Monitor to conduct peer audit and monitoring on doctors.

MCHK is empowered by the Medical Registration Ordinance (MRO) (Cap. 161) to impose condition of practice on doctors who have been found guilty of misconduct in a professional respect in accordance with section 21(1)(iv) of the MRO. Besides, MCHK can impose condition of practice on those who have applied for restoration to the General Register after having their names removed from the General Register as a result of its disciplinary order in accordance with section 25(3) of the MRO.

Since October 2006, MCHK has been adopting a policy to consider the suitability of candidates as supervising doctors (retitled as Practice Monitors since 7 March 2013) with regard to the following factors:

  1. disciplinary record (i.e. whether of good standing);
  2. type of practice (i.e. public institution or private practice);
  3. specialist status and specialty;
  4. length of practice experience;
  5. relevant qualifications;
  6. experience with the relevant ordinances; and
  7. any personal relationship with the supervisee.

Each volunteer Practice Monitor would not be assigned to monitor more than two doctors at the same time. Please click here for the roles and duties of Practice Monitors. MCHK would like to invite Academy Fellows to become volunteer Practice Monitors and in particular, Fellows in Family Medicine, Internal Medicine and Psychiatry are particularly welcome as the cases require monitoring and audit on doctors’ practice with regard to the keeping of dangerous drugs registers.

Reopening of building facilities and temporary adjustment of services

The Academy Lounge and Library on 3/F will reopen on 18 September 2020 with precautionary measures in place.

Services of Dining Room on 2/F have been adjusted. Takeaways of food orders are encouraged to minimise the risk of spreading COVID-19, while limited dine-in services are still available following social distancing guidelines set out by the Government.

We will continue to monitor the situation closely and review the service arrangement and opening hours accordingly. Thank you for your understanding and apologise for any inconvenience caused.

Settlement of 2020 annual subscription fee

According to the Academy Council’s resolution, Fellows who pay annual subscription fees after 30 June 2020 will be subject to a surcharge. A surcharge of HK$1,000 will be levied on Fellows who are required to pay full subscription rate and a pro-rated surcharge will be levied on Fellows who have been approved to pay a reduced rate. Further details are as attached.

Moreover, Colleges may impose a surcharge on any overdue College subscription payment where applicable.

Revised demand notes for the 2020 subscriptions have been sent to Fellows in July 2020. Please settle the payment as soon as possible.

Early in the COVID-19 outbreak, radiological findings were pivotal in identifying affected patients. In this retrospective study, Li and colleagues report on the computed tomography findings of 19 of the earliest patients in Hong Kong to have confirmed COVID-19.

Warfarin control in Hong Kong clinical practice: a single-centre observational study
In this observational study, Lam and colleagues investigated warfarin control in terms of time in therapeutic range (TTR). The authors found that younger patients and those concurrently using furosemide, famotidine, or simvastatin were associated with worse TTR. They also found that patient knowledge of warfarin therapy was poor. The authors recommend better education for patients on potential drug-drug interactions and the consequences of missed doses.

HKJCDPRI Events and Updates
HKJCDPRI helped strengthen resilience to disasters in different sectors

In response to COVID-19 pandemic and the threat of typhoon and flooding, The Hong Kong Jockey Club Disaster Preparedness and Response Institute (HKJCDPRI) has taken a number of initiatives to support the community.

With over 30-year professional experience in emergency operation and management, Mr. Johnson Lo, Director, HKJCDPRI, reviewed the current situation of COVID-19 and shared his insights and experience in the webinar on Business Continuity Planning on COVID-19 for NGOs in July. Over 80 NGO practitioners and professionals from more than 50 organisations attended the event. With positive feedback received in the first webinar, one more session, incorporating more practical case studies, was held in late August.

In addition, HKJCDPRI launched a new educational drama “Preparing Kids for Disasters” with Drama Gallery, sharing disaster preparedness knowledge with 656 students from 9 primary schools via Zoom and 196 students from Tsuen Wan Trade Association Primary School in July.

HKJCDPRI also extended its outreach services to Yuen Long by joining the “PROJECT WINDBREAK”, organised by Government Departments to increase villagers’ awareness to the precautionary measures against typhoons and flooding. Mr. Johnson Lo delivered a talk about preparedness for typhoons and flooding in "Training on Trainers " session, followed by educational outreaches in Tai Tseng Wai, Lau Fau Shan and Lin Fa Tei, the three villages in Yuen Long of high disaster risk.

Moreover, a series “COVID-19 Practical Guide Videos for Disability Groups", presenting difficulties that the blind, deaf and physically disabled were facing during the pandemic, were produced in collaboration with Ebenezer School and Home for the Visually Impaired, Direction Association for the Handicapped and SLCO Community Resources. Academy Event Highlights
Media interview: Position paper on patient blood management

Considering the low blood inventory level in the midst of COVID-19 pandemic, as alerted by Hong Kong Red Cross Blood Transfusion Service, the Academy appealed for blood donation and patient blood management last July.

On 14 August 2020, a media interview was organised to present a position paper on patient blood management published in August issue of Hong Kong Medical Journal, with an aim to advocate the good practice and lower the dependence of blood donation and transfusion.

The position paper’s co-writers/co-authors - Academy’s Honorary Treasurer Dr. Y.F. Chow, Dr. H.K. Cheng and Dr. Cindy Tsui were invited to outline patient blood management and its three strategies - optimising patients’ RBC mass and better managing anaemia, minimising blood loss and rationalising use of blood and blood components. Academy’s Editor Prof. Martin Wong was also on stage to introduce Hong Kong Medical Journal.

28th Annual Scientific Meeting of Hong Kong College of Radiologists (Virtual Meeting)

In view of the latest situation of COVID-19 outbreak, Hong Kong College of Radiologists (HKCR) will organise the 28th Annual Scientific Meeting virtually from 14 – 15 November this year. This virtual meeting provides a platform for the medical profession to share achievements and experience and keep promoting the interflow of knowledge and advancement in the fields of Radiology, Clinical Oncology and Nuclear Medicine.
