Community Testing Scheme: Recruitment of staff at swabbing stations

As announced by the Chief Executive on 7 August 2020, the Government will introduce the Community Testing Scheme (“CTS”) to provide virus testing services free-of-charge to all Hong Kong citizens who may join on a voluntary basis. The objective is to identify infected persons early, particularly those who are asymptomatic. In implementing the CTS, the Government aims to set up swabbing stations in 18 districts to provide swabbing service. It is therefore crucial to have sufficient manpower to conduct swabbing at the stations.

Given the background of healthcare or relevant training, it is recommended that the swabbing should be conducted by healthcare professionals or para-professionals, and the supervisory posts at the swabbing station should be held by registered doctors/dentists/nurses.

The Government is appealing for assistance from different medial bodies/NGOs to recruit members to be the team leader/assistant team leader/team member to conduct the swabbing services.

The CTS will commence tentatively in end-August 2020 and last for 14 days.

If you are willing to help, please fill in the form by 19 August 2020. The information will then be passed to the Food and Health Bureau who may contact you directly.

Since other medical bodies are also helping the recruitment, so as not to duplicate efforts, the Academy would like to mainly focus on inviting our Fellows to help, who may be assigned to perform the swabbing and/or supervise healthcare assistants to do the swabbing.

If you have indicated the interest to be volunteer via other channels, you are not required to register here to avoid duplication.

Prize for Best Original Research by Young Fellows

Now in its second year, this prize aims to recognise excellence in research conducted by young Fellows of the Academy.

Submissions on any subjects that relate to clinical practice and research in any specialities of medicine are welcomed. Research must have been published in a peer-reviewed journal no earlier than 1 January 2019. Interested Fellows should submit a copy of their published manuscript and a separate blinded abstract of not more than 500 words, together with a completed submission form. Submission is open to only principal authors who have been awarded Academy Fellowship within the past 10 years. The winner of the award will receive an engraved gold medal and a prize equivalent to HK$25,000.

Temporary adjustment of services and closure of building facilities

Taking into consideration the recent development of COVID-19 and the further tightened preventive measures announced by the Government, the Academy has advised all its staff to try to make “work from home” arrangements as much as possible from now until 28 August 2020. During this period, the Academy Secretariat can only provide very limited services.

Fellows may send in enquiries by email at [email protected] or leave a voice message at 2871 8888. Our staff will try to respond as soon as we can. Fellows are also strongly recommended to call before visiting our office during this period to ensure relevant staff will be at the office to assist.

In addition, the opening hours of the Dining Room on 2/F, Academy Lounge and Library on 3/F have been adjusted until 29 August 2020. Details are listed as follows:

Takeaways of food orders are encouraged to minimise the risk of spreading COVID-19, while limited dine-in services are still available following social distancing guidelines set out by the Government.

A Letter from HKAM President was released in late July, calling for blood donation to address the recent low blood inventories by Hong Kong Red Cross Transfusion Service.

Maintenance and repair works on external walls of Academy Building

The scaffolding has been removed with some refinement works for the external wall being carried out. The main entrance of the Academy Building has been reopened in late July. Visitors please pay special attention to the traffic at the main entrance for the sake of safety. The Academy will try best to make sure events held at the building would be affected as minimal as possible.

Settlement of 2020 annual subscription fee

According to the Academy Council’s resolution, Fellows who pay annual subscription fees after 30 June 2020 will be subject to a surcharge. A surcharge of HK$1,000 will be levied on Fellows who are required to pay full subscription rate and a pro-rated surcharge will be levied on Fellows who have been approved to pay a reduced rate. Further details are as attached.

Moreover, Colleges may impose a surcharge on any overdue College subscription payment where applicable.

Patterns of COVID-19 on computed tomography imaging
Early in the COVID-19 outbreak, radiological findings were pivotal in identifying affected patients. In this retrospective study, Li and colleagues report on the computed tomography findings of 19 of the earliest patients in Hong Kong to have confirmed COVID-19.

Warfarin control in Hong Kong clinical practice: a single-centre observational study
In this observational study, Lam and colleagues investigated warfarin control in terms of time in therapeutic range (TTR). The authors found that younger patients and those concurrently using furosemide, famotidine, or simvastatin were associated with worse TTR. They also found that patient knowledge of warfarin therapy was poor. The authors recommend better education for patients on potential drug-drug interactions and the consequences of missed doses.

Congenital infections in Hong Kong: beyond TORCH
Intrauterine and perinatal infections are a major cause of in utero death and neonatal mortality, and an important contributor to childhood morbidity. Following on from Congenital infections in Hong Kong: an overview of TORCH by Leung et al (Hong Kong Med J 2020 Apr;26(2):127–38), this review by Hon and colleagues describes other important causes of intrauterine/perinatal infection, including human immunodeficiency virus, varicella-zoster virus, Treponema pallidum, Zika virus, and parvovirus B19.

Dissemination Reports

Dissemination reports are concise informative reports of health-related research supported by the Health and Medical Research Fund (and its predecessor funds) administered by the Food and Health Bureau. In this edition, we present 11 dissemination reports of projects related to respiratory infection, viral hepatitis, Helicobacter pylori, and bacterial infection. In particular, three projects are highlighted due to their potentially significant findings, impact on healthcare delivery and practice, and/or contribution to health policy formulation in Hong Kong.

Workplace-based Assessment (WBA) Workshop held on 25 July 2020

WBA Workshop had been held online on 25 July 2020, with a small class of 19 Fellows nominated by Colleges attended. Theories and practices relating to principles of performance review, workplace-based assessment, as well as feedback and debriefing skills had been delivered during the workshop, in hopes of training participants up to become instructors of WBA Workshop.

Prof. George Wong with his faculty team including Prof. Paul Lai, Dr. Odin Chan, Dr. George Ng, Dr. Dione Szeto and Dr. Tang Kwok-keung and Mr. Graham Barkus supported the workshop in different stages.

With positive responses, the workshop is planned to be organised again via Zoom on 3 October 2020.

Academy Event Highlights
Seminar on Disclosure, Apology and Alternative Dispute Resolution (DAADR)

The Seminar on Disclosure, Apology and Alternative Dispute Resolution (DAADR), titled "Medico-legal related matters in Hong Kong: Apology, Disclosure, Patient Safety and Mediation", was successfully held on 18 July 2020. Organised by the Academy's Professionalism and Ethics Committee (PEC), the Seminar attracted over 400 online attendees from various specialties.

With two plenary sessions of informative talks and insightful discussions, the Seminar aimed to provide useful information and practical tips in various areas of communication skills, and to facilitate formulation of best practice guidelines for Academy Fellows and specialist trainees.

President Prof. C. S. Lau and Co-chairman, PEC, Dr. James Chiu graced us with their presence and delivered the Welcome and Closing Remarks respectively. Ms. Christina Cheung, Law Officer (Civil Law) of Department of Justice, HKSAR shared the objective and important features of the Apology Ordinance, and her insight on how apologies may benefit healthcare professionals, patients and their families.

Under the two themes “Apologies and the Apology Ordinance” and “Disclosure, Patient Safety and Mediation”, speakers of two plenary sessions shared their knowledge and experience from medical and legal perspectives. Vice-President (Education & Examinations) Prof. Gilberto Leung delivered a talk on the importance of apology and facilitated a Panel Discussion where speakers exchange their views on how to effectively manage the difficulties that medical professionals may face regarding apology, disclosure, patient safety and mediation.

The Academy is pleased to extend the use of Academy Lounge to the immediate family members of all our Fellows.
