26th Annual General Meeting (AGM), 6 December 2019

The 26th AGM will be held at 5:30 pm on 6 December 2019 at Lim Por Yen Lecture Theatre, G/F, HKAM Jockey Club Building, 99 Wong Chuk Hang Road, Aberdeen, Hong Kong. One important item is to admit new Fellows of the Colleges to the Academy. All Fellows are welcome to attend.

Prof. John Leong, Academician of Chinese Academy of Sciences and Chairman of Hospital Authority, will deliver the Oration titled “Twice Rendezvous in Hospital Authority”. All Fellows are welcome to attend.

Fellowship and CME / CPD
CME/CPD Reminder

The current CME/CPD cycle for Academy Fellows will end on 31 December 2019. All Fellows who are on the Specialist Register (SR) of the Medical Council or Dental Council will need to fulfil the requirements of the Academy to remain on the SR. Fellows, except those exempted for CME/CPD due to retirement, are also required to fulfil the requirements to maintain the Academy Fellowship. Fellows are reminded to make sure they will obtain the required number of CME/CPD points before the end of this year, and to catch up if the points they have obtained so far falls behind greatly of the requirements.


New CME/CPD Principles & Guidelines 2020-22

A revised set of CME/CPD Guidelines has been approved and will become effective from the next cycle. Minor changes are in Section 10, in which the new Guidelines reflect the new requirement from Medical Council of Hong Kong for the Academy to provide information on CME/CPD of all Fellows after the end of cycle (instead of providing the information on those non-compliance cases only in the past). iCMECPD App now available at App Store and Google Play

To further enhance the online services for CME/CPD, the Academy has developed a mobile application for capturing attendance - iCMECPD App. It is now available at Apple's App Store and Google's Play. Fellows may download the App by scanning the respective QR code below (or search "icmecpd" from App Store/Google Play) and install it in their smartphone with operating system in iOS (8.0 or above) or Android (4.3 or above).

Starting from 2017, Fellows may capture their attendance by using the App to scan the QR code for CME/CPD activities held by the Academy/Colleges at the HKAM Jockey Club Building. The Academy has started liaising with organisers on pilot runs of the App for their activities to be held so that they will gradually use this paperless online accreditation application and attendance capture process from 2017 onward. In addition, briefing sessions will be conducted for organisers to further promote the App and the system.

Hong Kong Academy of Medicine Conference & Hong Kong Primary Care Conference 2019, 6-8 December 2019

The Conference co-organised by the Academy and the Hong Kong College of Family Physicians will be held at HKAM Jockey Club Building. It features plenary lectures, concurrent talks, workshops and poster presentations around the main theme, “People-centred Care: Towards Value-based Innovations”. Chairperson of the Hong Kong Equal Opportunities Commission Mr. Ricky Chu will deliver the Academy’s Halnan Lecture titled “Knocking Down Barriers to Inclusive Healthcare”, following the Opening Ceremony scheduled for 7 December 2019.

Emergency attendances and hospitalisations for complications after transrectal ultrasound-guided prostate biopsies: a five-year retrospective multicentre study
Although transrectal ultrasound-guided (TRUS) prostate biopsy is an established procedure for prostate cancer diagnosis, complications and risk factors are not well reported in Hong Kong. In this 5-year retrospective study at two local hospitals, KC Cheng et al review the records of 1699 patients who underwent TRUS biopsy. The authors found a low overall incidence of complications, and no specific factors associated with increased risk of post-biopsy infection.

Epidemiology of respiratory syncytial virus infection and its effect on children with heart disease in Hong Kong: a multicentre review
Respiratory syncytial virus (RSV) infection poses a heavy disease burden on children with heart disease. However, there is no guideline in Hong Kong on RSV immunoprophylaxis for children with heart disease because of a lack of local data on RSV infection. Therefore, SH Lee et al evaluated the epidemiology and impact of RSV infection on children with heart disease in Hong Kong. The authors found that RSV infection occurs mainly in spring and summer in Hong Kong, and that it is related to meteorological conditions.

Piloting a partially self-financed mode of human immunodeficiency virus pre-exposure prophylaxis delivery for men who have sex with men in Hong Kong
Pre-exposure prophylaxis (PrEP) is a key strategy for protecting people at high risk of human immunodeficiency virus (HIV) transmission. In Hong Kong, PrEP service is currently unavailable; therefore, SS Lee et al investigated the feasibility and acceptability of PrEP for men who have sex with men at a pilot clinic. The authors found that partially self-financed daily PrEP administered in conjunction with STI/HIV monitoring is operationally feasible and acceptable to men who have sex with men in Hong Kong

New Indicators of Resilience added to the Safe Cities Index 2019, Tokyo, Singapore and Osaka ranked top 3

Tokyo, Singapore and Osaka ranked top 3 on the World’s Safe Cities list 2019 released by the Economist Intelligence Unit. The 2019 Safe Cities Index ranks 60 cities across 57 indicators covering digital security, health security, infrastructure security and personal security. It is the third time Tokyo was on the top since the biennial ranking started in 2015. Procedural Sedation Safety Course (PSSC)

HKJC ILCM has collaborated with the Hong Kong College of Anaesthesiologists (HKCA) to develop the PSSC to facilitate medical professionals to meet the requirement for the HKAM Procedural Sedation Guideline published on 1 April 2019. The first course was organised on 20 October 2019 with participation of Fellows from different specialty Colleges.

During the one-day course, participants experienced the high fidelity of simulated scenarios related to procedural sedation practice and took part in an interactive problem-based learning. They had better understanding of the monitoring during procedure and recovery; and were able to identify and manage sedation-related complications.

IMS Advanced Debriefing Course (ADC), 9-12 January 2020
With an emphasis on debriefing skills, this course is designed to enhance and extend instructional techniques learned in the IMS Simulation Instructor Course. Using high-leverage methods from experiential learning and organisational psychology, this immersive 4-day course focuses on improving debriefing skills will be taught by senior faculties from Institute for Medical Simulation (IMS) / Harvard Medical School. The extensive feedback practice would help participants become more reflective about their instructional practice.

The course is targeted at graduates of HKJC ILCM’s IMS Simulation Instructor Course or Comprehensive Simulation Educator Course (CSEC). Applications will be reviewed and shortlisted through a selection process.

The Academy and Medical Alumni Golf Tournament 2019 was completed successfully and smoothly at Hong Kong Golf Club (Fanling) on 9 October 2019. 18th Academic Conference of Korean Academy of Medical Sciences, 10-11 October 2019

President Prof. C.S. Lau and Vice-President (Education and Examinations) Prof. Gilberto Leung presented at the conference in Seoul, introducing the Academy’s statutory roles, CME / CPD system, on-going efforts in developing credentailling guidelines as well as initiatives to promote medical professionalism and ethics, etc. Further collaboration opportunities were explored in relations to knowledge exchange, strategic partnership alliances, journal publication and sharing of good practices and standards. Issues about doctors’ well-being were deliberated.

Briefings on the Private Healthcare Facilities Ordinance (Cap 633) by the Department of Health

The Private Healthcare Facilities Ordinance (“the Ordinance”), passed in November 2018, provides for a new regulatory regime for private healthcare facilities.

Under the Ordinance, all premises where registered medical practitioners and/or dentists practise are required to have either a licence or a letter of exemption from the Department of Health (DH).

DH is organising a series of briefing sessions on the Ordinance with interactive discussions, starting from August 2019. Seats are limited. Please register early.

Timely Application for Renewal of Practising Certificate

The annual practising certificates of doctors for the year 2019 will expire on 31 December 2019. Fellows are reminded to make timely application to the Medical Council of Hong Kong for renewal of their annual practising certificates for the year 2020 if they will be practising beyond the said expiry date.
