The 2-year term of office of the current 5 elected Council members will expire at the conclusion of this year’s Annual General Meeting (AGM) scheduled for 6 December 2019. Pursuant to the HKAM Ordinance, an election will be conducted.
Election process has started in June, and results will be announced at the AGM. Fellows should have received the nomination forms earlier. All nominations must be delivered to the Academy before 5:00 pm on 23 August 2019.
Prize for Best Original Research by Young Fellows
This prize aims to recognise excellence in research conducted by young Fellows of the Hong Kong Academy of Medicine.
Submissions on any subjects that relate to clinical practice and research in any specialties of medicine are welcomed. Research must have been published in a peer-reviewed journal no earlier than 1 January 2018.
Submission is open to only principal authors who have been awarded HKAM Fellowship within the past 10 years. The winner of the award will receive an engraved gold medal and a prize equivalent to HK$25,000.
Interested Fellows should submit a structured abstract of not more than 500 words, together with a completed Submission Form and a copy of their published full manuscript no later than 30 August 2019.

The First Hong Kong-Shenzhen Simulation Education Conference, Shenzhen, 8-9 July 2019
Workshop on Simulation Education and Debriefing
Followed by a welcoming symposium on the first day, the Simulation Education and Debriefing Workshop, which was another thematic event of the Conference, was conducted in The University of Hong Kong-Shenzhen Hospital by the Academy’s delegates. The delegation included HKJC ILCM directors, experienced faculties and Dr. Catherine Morse, an expert in medical simulation education from the Center for Medical Simulation of the Harvard University. The one-day Workshop introduced the emerging and innovative training method of medical simulation to 24 medical counterparts in the Guangdong Province.
The Workshop consisted of mini-lectures, dynamic scenario running and interactive debriefing practice. The participants were impressed with the innovative training method as well as faculty’s sophisticated training techniques and their whole-hearted commitment. With the successful and encouraging outcome, all organising parties were positive on further collaboration in promoting the simulation education.
Comprehensive Simulation Educator Course (CSEC)
The CSEC aims to provide the essential knowledge, and develop learners’ competence, in planning a simulation-based education activity, scenario development, direction, execution and debriefing methods. This course will enable the participants to have an understanding of the basic concepts of learner-centred education.
Different types of simulators and simulation techniques, and their respective applications will be covered to provide the participants with the resources for their teaching purposes. At the end of the course, the participants will have the basic knowledge and skill to plan and run a simulation-based training course, develop the necessary training material, direct a scenario and debrief the learners on the learning objectives. The course also intends to cultivate interest and passion in simulation-based education, and learners are provided with different methods to maintain and enhance their knowledge and skills in simulation-based education.

Debriefing Skills for Simulation Instructors Course (DSSIC)
This newly developed DSSIC aims to provide the essential knowledge and skills to develop learners’ competence in debriefing methods commonly used in simulation training courses. This course is suitable for those who wish to learn more about simulation-based learning and to apply the techniques of debriefing and feedback as a tool in teaching adult learners.
DSSIC is a two-day course and will be held at HKJC ILCM on the dates listed above. The primary audience is healthcare professionals who would like to start simulation-based teaching in their field.

Advanced Simulation Training in Mechanical Ventilation (ASTiM2)
HKJC ILCM has newly developed the ASTiM, in collaboration with Hong Kong Society of Critical Care Medicine (HKSCCM) and Hong Kong College of Critical Care Nursing (HKCCCN), aiming at enhancing knowledge and skills in “Advanced Mechanical Ventilation” through interactive learning activities and hands on simulation training workshops with advanced respiratory ventilator.
ASTiM is a one-day course which will be held at HKJC ILCM on the dates listed above. The primary audience is healthcare professionals taking care of patients requiring mechanical ventilation; while those not in this specialty are also welcomed.

Free Short Course - "Food Security: Local and Global Perspectives”
The free short course will be held on 6 September - 30 October 2019 (every Wednesday and Friday, 18:30 - 21:30), jointly co-organised by the JC School of Public Health and Primary Care, and Collaborating Centre for Oxford University and CUHK for Disaster and Medical Humanitarian Response (CCOUC) of the CUHK and the HKJCDPRI.

This course introduces the factors affecting and the consequences associated with the sustainability of the contemporary food systems.

Free E-Learning Course: International Humanitarian Law
This course explains the underlying principles governing armed conflicts, also known as International Humanitarian Law (IHL). It enables a careful evaluation of the various IHL rules intended to protect victims, such as civilians and prisoners of war, as well as wounded and sick during armed conflict. This course targets professionals working in the humanitarian and medical field, including members of NGOs especially involved in armed conflict situations.

CME/CPD Reminder
The current CME/CPD cycle for Academy Fellows will end on 31 December 2019. All Fellows who are on the Specialist Register (SR) of the Medical Council or Dental Council will need to fulfil the requirements of the Academy to remain on the SR. Fellows, except those exempted for CME/CPD due to retirement, are also required to fulfil the requirements to maintain the Academy Fellowship. Fellows are reminded to make sure they will obtain the required number of CME/CPD points before the end of this year, and to catch up if the points they have obtained so far falls behind greatly of the requirements.
New CME/CPD Principles & Guidelines 2020-22
A revised set of CME/CPD Guidelines has been approved and will become effective from the next cycle. Minor changes are made in Section 10, in which the new Guidelines can reflect the new requirement from Medical Council of Hong Kong for the Academy to provide information on CME/CPD of all Fellows after the end of cycle (instead of providing the information on those non-compliance cases only in the past). It is Council's policy that late subscriptions received by the Academy after 30 June will be subject to a surcharge defined by Academy on the subscription amount. According to the Academy Council's resolution, subscriptions received by the Academy after 30 June will be subject to a surcharge of HKD1,000 for those paying full subscription rate (or on a pro-rata basis of the HKD1,000 for those paying reduced subscription rate). In addition, the College may also impose a surcharge for the College’s subscriptions where applicable.
Revised Demand notes for the 2019 subscriptions have been sent to Fellows in July 2019. Please settle the payment as soon as possible.
Reminders:
All payments must be received by the Academy before 30 September. According to Bylaw 6.4, if a member's fee or any other moneys due by a member to the Academy is not received by the Academy within 9 months after such payment falls due, despite two written reminders by the Academy to pay, the member shall automatically forfeit his membership.
Fellows aged over 70 do not need to pay any subscription and will not receive a debit note.
Fellows residing outside Hong Kong or have reached the age of 65 and have retired from all remunerative practice/job/business must submit written applications for reduced rates before 31 December if they wish to enjoy the reduced rates next year. Fellows can log into iCMECPD (https://www.icmecpd.hk/) and choose “Annual Subscription” under “Fellow’s Area” in the main menu to settle the payment.
Fellows can log into iCMECPD (User's Corner > Receipt for Annual Subscription) to view and print their Annual Subscription receipts online (e-receipts for subscription from 2017 are available). To reduce environmental impact, Fellows can indicate their preference in the debit note on whether to receive official receipt by post while settling the payment by cheque or Dah Sing HKAM Platinum Card.
Fellow's Contact Details Update
The Academy sometimes gets error messages when sending messages to Fellows' registered emails, which may be caused by full mailboxes, invalid addresses, etc. A valid email address is an essential detail for Fellows to gain access to iCMECPD account and view the CME/CPD profile. In order to help us maintain an up-to-date database, please keep us informed whenever there are changes to your email address, mailing address or contact number by logging into your account of iCMECPD (http://www.icmecpd.hk). Please also be reminded to keep your registered emails active by ensuring there is sufficient mailbox capacity.
iCMECPD App now available at App Store and Google Play
To further enhance the online services for CME/CPD, the Academy has developed a mobile application for capturing attendance - iCMECPD App. It is now available at Apple's App Store and Google's Play. Fellows may download the App by scanning the respective QR code below (or search "icmecpd" from App Store/Google Play) and install it in their smartphone with operating system in iOS (8.0 or above) or Android (4.3 or above).
Starting from 2017, Fellows may capture their attendance by using the App to scan the QR code for CME/CPD activities held by the Academy/Colleges at the HKAM Jockey Club Building. The Academy has started liaising with organisers on pilot runs of the App for their activities to be held so that they will gradually use this paperless online accreditation application and attendance capture process from 2017 onward. In addition, briefing sessions will be conducted for organisers to further promote the App and the system.

Survey on common reference intervals for general chemistry analytes in Hong Kong
Reference intervals are essential tool for proper interpretation of results. Globally, common reference intervals are introduced to avoid confusion and enhance patient management across different laboratories. Chan et al address the local lack of such common reference intervals. The authors surveyed 10 chemical pathology laboratories and found wide variations in reference intervals implemented. The authors recommend common reference intervals for general chemistry analytes in Hong Kong to prevent interpreter confusion, improve electronic data transfer, and unite laboratory practice. The authors also propose a framework for the implementation of such common reference intervals.

Common urological problems in children: primary nocturnal enuresis
Enuresis is a common paediatric complaint, occurring in ~15% of children aged 6 years, and it may affect neuropsychiatric development. The condition may represent an entire spectrum of underlying urological conditions. Chan and Wong clarify the difference between primary monosymptomatic monosymptomatic enuresis, which can be managed relatively easily, and non-monosymptomatic enuresis, which requires more complex evaluation and treatment. The authors review the diagnosis, investigation, and management of the two types of enuresis.

Clinical considerations when adding a sodium-glucose co-transporter-2 inhibitor to insulin therapy in patients with diabetes mellitus
Sodium-glucose co-transporter 2 (SGLT2) inhibitors are an important therapeutic option in the management of type 2 diabetes mellitus. Tan et al report on a consensus meeting that was held to discuss add-on therapy of SGLT2 inhibitors in patients with diabetes mellitus treated with insulin. The authors provide practical guidance to help physicians recognise, monitor, and treat patients with diabetes mellitus using SGLT2 inhibitors in combination with insulin therapy.

Commentary
Measles outbreak at an international airport: a Hong Kong perspective
Measles (rubeola) is a highly contagious childhood vaccine-preventable disease caused by the measles virus. An outbreak in early 2019 at Hong Kong International Airport created a public health concern, and attracted wide media coverage. Between March and mid-May 2019, 73 individuals were identified to have been infected with measles, including 29 airport workers. Hon et al review the issues raised when outbreaks of this sort occur, in particular, prioritising individuals for further treatment or vaccination. The Hong Kong International Airport measles outbreak brought this issue into sharp focus, because there were insufficient measles vaccines to meet local demand. The authors recommend vaccinating aircrew who routinely fly to outbreak regions first, followed by other airport staff, then drivers of taxis and public transport, and potentially staff at local hotels.
Inauguration of the Macao Academy of Medicine cum Fellowship Conferment Ceremony, 13 July 2019
President and Officers of the Hong Kong Academy of Medicine (HKAM) as well as Presidents and representatives of the 15 Academy Colleges attended the Inauguration of the Macao Academy of Medicine (MAM) cum Fellowship Conferment Ceremony on 13 July 2019. MAM was established under the Health Bureau of Macao SAR Government to promote and strengthen postgraduate medical education and training.
President of the HKAM Prof. C.S. Lau delivered the keynote lecture on the topic of “Disruptions in Medicine” at the Inaugural cum Fellowship Conferment Ceremony. He shared the various disruptions that caused changes to medical practice and explained that anticipation of disruptions was key to the development of future health policies and training of the next generation of doctors.
On the same day, the presidents of the HKAM and MAM signed a Memorandum of Understanding to extend the collaboration on specialist training among the two academies. The signing ceremony was witnessed by the Secretary for Social Affairs and Culture of the Macao SAR Government Dr. Alexis Tam, Secretary for Food and Health of the HKSAR Government Prof. Sophia Chan, Director of Health of the HKSAR Government Dr. Constance Chan, Director of Health Bureau of the Macao SAR Government Dr. Lei Chin-ion as well as representatives of the HKAM and MAM.

Major maintenance and repair works on the external walls of the Academy building are now being carried out. The Phase I works are expected to complete in August 2019. For safety reasons, the Fellows’ Garden on 3/F is now closed temporarily until further notice. The Academy will try best to make sure events held at the building during the maintenance period would be affected as minimal as possible.

Briefings on the Private Healthcare Facilities Ordinance (Cap 633) by the Department of Health
The Private Healthcare Facilities Ordinance (“the Ordinance”), passed in November 2018, provides for a new regulatory regime for private healthcare facilities. Under the Ordinance, all premises where registered medical practitioners and/or dentists practise are required to have either a licence or a letter of exemption from the Department of Health (DH).
DH is organising a series of briefing sessions on the Ordinance with interactive discussions in various venues on the Hong Kong Island, Kowloon, and the New Territories, starting August 2019.

Asia Pacific Electronic Health Records Conference 2019
